Intro
Here's how to install CS2 plugins the right way, so your server doesn't boot to nothing.
Working server
Start with a working, vanilla CS2 server. If it doesn't work without plugins, plugins will only hide the real problem.
Metamod
Install Metamod:Source. Extract it so the addons folder lands in game/csgo. Yes, CS2 still uses the csgo folder name.
gameinfo.gi
Now the step everyone forgets. Open gameinfo.gi, find the SearchPaths block, and add the Metamod line above Game csgo. Mind the spelling. A typo here fails silently.
meta list
Start the server and type meta list in the console. If the command is unknown, Metamod isn't loading. Don't continue until it works.
CounterStrikeSharp
Next, install CounterStrikeSharp. Take the with-runtime build for your system, extract it into the same addons folder, restart, and run meta list again. It should now appear.
Plugins & log
Finally, add your plugins, one per folder in the CounterStrikeSharp plugins folder. Add one at a time, restart, and read the startup log. It tells you exactly why a plugin failed.
