CPU — single-thread sensitive

CS2 leans on single-core speed. A fast high-clock core keeps registration and server frame time crisp; a slow or heavily-shared core causes lag. This is the main thing worth paying a little more for on a busy server.

RAM — not much needed

CS2 is light on RAM — around 2 GB suits a standard server, a bit more for a big plugin stack or a large surf/DM server. RAM isn't the cost driver here the way it is for survival games.

Plugins (Metamod + CSS)

A vanilla server is lightest. A Metamod + CounterStrikeSharp stack for retakes, practice, surf or KZ adds some CPU and RAM load, but CS2 stays cheap to host even with plugins.

Location & GSLT

Host close to your players for low ping (Frankfurt for Europe). You also need a free GSLT to list the server publicly — that's not a cost, just a step. DDoS protection should be included for a public server.

I'm paying for RAM I don't use

The server won't list publicly

That's the GSLT, not the plan — set sv_setsteamaccount with a token for app 730 and open UDP 27015.
